The incorporation of SHIZI is peculiar. SHIZI has been established as an umbrella of the community assemblies of each informal areas that were created due to the project  ”Environmental Integration of Informal  Areas – An initiative for civil participation and better living conditions” funded by Olof Palme Center, Albania and further implemented by the Organization ”Grupi Rinor i te Drejtave te Njeriut - Youth Group of Human Rights".

Although it is registered as legal entity on 2008, SHIZI was formed as a group of people from informal areas since 2006 when the project supported by Olof Palme Center started in informal areas of Albania. From that time, SHIZI has been a crucial partner for implementing the above project as SHIZI constitues the community based entity.

SHIZI  is an independent, non-governmental, and non political organization.
